I think I'll just throw this out to the people on the man's side with the argument that "It was her fault because she was dressed inappropriately": a) You have no idea what she was wearing. b) Your argument insinuates that if cleavage is at all visible at any angle or in any position, the man is forced/obligated to both stare and make a perverted comment, and/or that he doesn't have a choice over whether he does it. To the OP: report him.
It's not appropriate to be showing cleavage at work unless you're a stripper, so it's your own fault. And if you're a stripper, you really should be used to it by now.
