I really hope for a follow up on this one, but as far as California goes (I am not sure about other state laws) the driving instructor is not allowed to tell you to do anything illegal. Some people are being rude by saying that you were being tested, and some are being naive for simple blaming the instructor. In all honesty the legality lies in what was said, if they had said "Make the next POSSIBLE u-turn" the fault would lie with OP but if they had said "Make a U-turn here" the fault lies with the instructor and you might want to check out and possible report them. I wish you better luck next time OP.
You do realise there are countries *outside* of the US? And what is so rude about saying op was being tested? Please explain to me the usefulness of a drivers test if all you want is for it to be easy? A drivers test is supposed to test you to say if you know how to drive a car. A big part of that is watching your surroundings and reading road signs. Op obviously failed that. And in the other case, if op did know it was illegal move and did it simply to follow an order, the conclusion stays the same. Op is not ready for a drivers license. Being bullied into something will probably happen on the road, and you need to be able to resist that as well. People wanting a drivers test to be easy and not have any complicated tests or moves are the reason there are so many idiots on the road out there. As far as I'm concerned, it should be a lot harder as it is already.
Pretty normal in Germany. You have to think yourself. You are the one in charge of the vehicle, so use your brain.
I'm on the instructor's side. We need less idiots on the road. (: Next time, check for road signs. Please be alert for everyone else's safety.

I don't see anything illegal here... testing to make sure you're aware of your surroundings is pretty common. My instructor once asked me to make a right turn and I looked at him funny and said, "But the sign says no right turns/one way street etc." He said to me that you'd be surprised by the number of people who aren't paying attention to road signs even while learning to drive.
They always do this, they will give you one wrong direction and your expose to know you aren't expose to do it. If you took drivers ed they probably warned you of this.

This seems like a valid part of the test to me. You should be aware of the situation at all times. You will have passengers asking to you do illegal things. You will experience GPS errors telling you to make illegal turns. Also, how was the request for you to make a second u-turn stated? Was it worded as "when you can, make another u-turn?" There may have been a clue in the wording of the request that you may not be able to make an immediate u-turn.
Not sure how it is where you're from OP, but here in Canada they specifically state before the exam that they cannot ask you to do anything illegal or dangerous. I'd fight that one.
