Depending on your state's laws, it doesn't even matter if he's on the lease. Someone living at a place for two weeks is enough to establish tenancy, requiring them to be legally evicted through the civil court process. This is certainly true this example. In these cases, calling the police is a waste of time, as there is nothing they can do about non-criminal matters. It sucks, but if he's going to be a petty d-bag (the d-bag part is proven), you moving out will resolve the issue faster.

Az has less of that bullshit than states like California, but it's still a bitch to get anyone out, especially if he can prove he provided rent money. In all honesty though, none of that matters since its gonna be easier for op to get a new apartment than it will be to get rid of her boyfriend unless he willingly leaves. If she's in Tucson or Phoenix, there are no shortages of cheap apartments.
