i noticed something similar a few months back and went to my doctor about it who told me that it wasn't herpes or anything and was just regular acne.. having acne on your package isn't super horrible... its just cuz u get really sweaty down there. just shower often, change your clothes after working out or getting sweaty, and if u want, u can use like an over-the-counter acne cream... should do the job.
