I have to ask: was your neighbour staring at you from her own window, or was she actually just outside your house peeking inside? Because on the former situation, I would tend to agree with most posters and say that you may have wanted to close the curtains so that no one could see inside. But on the latter option, if this lady actually had the effrontery to look inside your home from outside your own window, she was the one in the wrong. That would be blatant invasion of privacy. I voted this one FYL, but I would still suggest you to get some blinds or curtains.
Only thing to do now, is stand out side her bedroom window at night.

Keep watching her window too, and whenever she looks at you, you make the same disgust face. If it's so disgusting, why didn't she just walk away? Her own fault for being nosy. I would have just left, or closed my own curtain if I didn't want to go somewhere else.
